I want to open the reliance petrol pump

I want to open the reliance petrol pump between tindivanam&thruvannamalai( tamilnadu) . there is no reliance petrol pump in surrounding 25 km .so plz let me know the procedure for opening the reliance petrolpump on my mentioned mail id.
