Reliance Pertol pump in Bhalaghat District

Hi, i want to open Reliance Pertol pump in Bhalaghat District (Near to Varasivni town). as i know about this is place..its main highway for Nagpur, who are traveling from Varasivni. and there is no Relaince petrol pump even there is less petrol pump like(HP,BP,indian oil). so it would be good revenue area for business. please let me know about rules and regulations for that, so that i can proceed further. it would be very kind of you, if you can provide me as soon as possible as i m very much intrested on that.
