I bought Relience 350R

I bought Relience 350R for Rs 2650 in december 2006.The dealer said that ” i need to recharge the connection every 3 months for Rs 151.For 4 months it worked at 70 kbps(average) but for the last one month,its like a furniture.
It shows a average speed of 7 kbps but never opens a web page.After i start the computer it works for a single minute to 10 minutes and then …the same problem.
when i asked someone who runs a cybercafe he said it does not need to recharge the phone. problem is: the retailers themselves don’t know about it.
