Reliance petrol pump in margao_

sir,ihave completed my degree in mechanical .I want to start a Reliance petrol pump in margao_Goa.i m having 400mt.sq land it will be near NH 17 Connecting Road. Could you please let me know the procedure or full detail to open petrol pump and to approch for liense & how much want be money regarding petrol pump. pls send me detail.
